UN to open Convention on Negotiable Cargo Documents for signature in Accra
- The UN Commission on International Trade Law (UNCITRAL) announced that the Convention on Negotiable Cargo Documents (NCD Convention) will open for signature on 26th October in Accra, Ghana.
- The signing ceremony will be followed by a symposium marking UNCITRAL’s 60th anniversary, with participation from organisations including the World Customs Organisation, UNECA, ICC, FIATA, Regional Maritime University, and Ghana Shippers’ Authority.
- Adopted by the UN General Assembly on 15th December 2025, the NCD Convention establishes a uniform legal framework for negotiable cargo documents in paper or electronic form, including blockchain-based documents.
- The convention extends negotiable document benefits beyond maritime transport to facilitate trade finance, enable sales of goods in transit, promote multimodal transport, and support digitalisation of global trade.
- The NCD Convention aims to streamline documentation, improve trade operations, and facilitate customs clearance by providing clear rules for both paper and electronic negotiable cargo documents.
- The convention will enter into force 180 days after the deposit of the tenth instrument of ratification or accession, complementing existing transport conventions such as the Hamburg and Rotterdam Rules.
