Canada and UAE sign trade agreement as Carney seeks to diversify economic partnerships
- Canada and the United Arab Emirates signed a Comprehensive Economic Partnership Agreement on Tuesday aimed at reducing trade barriers, expanding market access and encouraging investment between the two countries.
- The agreement will reduce or eliminate tariffs on more than 99% of current Canadian exports to the UAE once fully implemented, with the government expecting the CEPA to enter into force in 2027, subject to parliamentary approval.
- The deal is part of Prime Minister Mark Carney’s efforts to diversify Canada’s trade beyond the United States amid continuing trade tensions and Trump administration tariffs affecting Canadian industries.
- The UAE is Canada’s largest export market in the Middle East, with bilateral trade reaching $2.48 billion in 2025 and growing at around 10% annually in recent years, whilst the UAE committed up to $50 billion in investment in Canada in 2025.
- Canada is simultaneously negotiating with the United States on potential relief from Section 232 tariffs of up to 50% on Canadian steel and 25% on automobiles, with discussions focused on reaching an agreement before the November 3 US midterm elections.
- Trade talks between Canada and the US collapsed in August over several issues, with Trump escalating tensions by announcing a 50% increase in tariffs on Canadian steel and automobile imports effective January 1, 2027.
