Guatemala’s digital maritime platform for port logistics

In April 2024, Guatemala introduced a Maritime Single Window (VUMAR) at Santo Tomás de Castilla and Puerto Quetzal to modernise its port clearance procedures. Early results indicate significant time and cost savings in the year since it was implemented.

Previously reliant on paper-based workflows, Guatemala’s port logistics system required shipping agents to complete multiple in-person steps for each vessel movement. The platform is designed to consolidate vessel arrival and departure processes across five government agencies into one digital interface. 

VUMAR’s introduction has reduced average processing times from approximately eight hours to under one. According to estimates from the Global Alliance for Trade Facilitation, this efficiency gain could deliver annual savings exceeding $4 million across the public and private sectors​.

Developed through a public-private partnership facilitated by the Alliance, VUMAR supports Guatemala’s compliance with key provisions of the WTO Trade Facilitation Agreement, including Articles 8 (border agency cooperation) and 10 (formalities and documentation). Standard operating procedures were updated and aligned with international norms as part of the platform rollout​.

Efficient clearance procedures also help mitigate environmental externalities. Fewer port delays mean fewer emissions from idling vessels and better alignment with international shipping schedules. By reducing dependency on manual coordination, the platform is expected to help avoid the knock-on effects of missed berthing windows, such as demurrage fees and underutilised equipment.

Over 70% of the country’s trade by value moves via sea, and port efficiency remains a strategic priority​.
